Description
Physician Affiliate Group of New York (PAGNY), an organization affiliated with NYC Health + Hospitals, has an opportunity for a Director of Benefits. PAGNY is one of the largest physician groups in New York State and directly employs nearly 4,000 physicians and allied health professionals who serve seven of New York City’s public hospitals, numerous public health community-based practices, and the city’s Correctional Health Service.
The Director of Benefits is a senior-level leader responsible for the oversight of the strategic design, implementation, administration, and continuous improvement of all employee benefit programs across PAGNY. This position ensures that benefit offerings are competitive, cost-effective, compliant with all applicable laws and regulations, and aligned with PAGNY’s mission of delivering high-quality healthcare through a diverse and inclusive workforce. The Director leads the benefits team, oversees vendor partnerships, and acts as a key advisor to executive leadership on employee well-being, retention, and engagement through benefits strategy.

Opportunity Details:
Strategic Leadership & Program Design
- Monitor, review and execute our comprehensive benefits and assure the strategy aligns with organizational goals and workforce needs.
- Monitor market trends and assess plan competitiveness to recommend innovative and fiscally responsible solutions.
- Lead the planning and execution of annual benefits renewals, including plan design changes, rate negotiations, and contract execution.
Benefits Administration
- Oversee daily operations of benefit programs, including health, dental, vision, life insurance, disability, FMLA, paid family leave, FSA, commuter benefits, and retirement plans.
- Manage annual open enrollment, including the development of communication strategies, training, and system configuration.
- Ensure data integrity across HRIS and benefits platforms; partner with IT and vendors to troubleshoot and resolve issues.
Compliance & Risk Management
- Maintain up-to-date knowledge of all federal, state, and local regulations (ERISA, ACA, COBRA, HIPAA, FMLA, PFL, etc.).
- Ensure compliance with legal and reporting requirements, including 5500 filings, audits, and nondiscrimination testing.
- Coordinate with legal and compliance teams to implement necessary policy updates.
Vendor & Budget Oversight
- Serve as the primary liaison for benefits vendors, brokers, and third-party administrators.
- Evaluate vendor performance through KPIs and service-level agreements.
- Manage the benefits budget, including forecasting, cost containment, and financial reporting.
Employee Experience & Communication
- Lead the development of engaging and informative benefits communications across various platforms.
- Provide guidance and education to employees on benefits utilization, wellness resources, and financial planning tools.
Team Leadership & Collaboration
- Supervise and mentor the benefits team, fostering a culture of service excellence, innovation, and accountability.
- Collaborate cross-functionally with HR Operations, Payroll, Legal, Finance, and Compliance.
- Advise senior leadership on benefits trends, employee feedback, and strategic priorities.
Qualifications
- Bachelor’s degree in human resources, Business Administration, Finance, or a related field required.
- Master’s degree or relevant certification (e.g., CEBS, SPHR, SHRM-SCP) strongly preferred.
- Minimum of 8–10 years of progressively responsible experience in benefits administration, with at least 5 years in a leadership role.
- Experience working in healthcare, public service, or unionized environments is highly desirable.
- Strong understanding of benefits compliance, self-insured plans, and healthcare industry trends.
- Strategic thinker with excellent analytical and financial acumen.
- Strong negotiation and project management skills.
- Proficiency with HRIS systems and benefits platforms (e.g., Paycom, Paylocity, or similar).
