Description
Physician Affiliate Group of New York (PAGNY), an organization affiliated with NYC Health + Hospitals, has an opportunity for a Benefits Manager. PAGNY is one of the largest physician groups in New York State and directly employs nearly 4,000 physicians and allied health professionals who serve seven of New York City’s public hospitals, Numerous public health community-based practices, and the city’s Correctional Health Service.

Under the Direction of the Director of Benefits, the Benefits Manager oversees the daily administration and operation of the organization's employee benefit programs. This role ensures benefit plans are competitive, compliant, and efficiently run. The Manager serves as the primary liaison between insurance brokers, vendors, and employees, while supporting the Benefits staff.
Opportunity Details:
Benefits Administration- Manage daily operations of benefit programs, including health, dental, vision, life insurance, disability, FMLA, paid family leave, FSA, commuter benefits, and retirement plans.
- Coordinate annual open enrollment, including the development of communication strategies, training, and system configuration.
- Support the leave administration team functions including FMLA, short-term disability, long-term disability, and parental leave.
- Resolve complex employee issues regarding claims, coverage, and eligibility by partnering with carriers.
- Serve as a contact for insurance brokers, third-party administrators, and benefit vendors.
- Monitor vendor performance to ensure compliance with service level agreements (SLAs).
- Maintain the Benefits Administration system (HRIS), ensuring accurate data transmission and file feeds.
- Audit monthly billing statements from insurance carriers to ensure accurate premium payments.
- Ensure program compliance with federal and state regulations including ERISA, COBRA, HIPAA, and the ACA.
- Coordinate required filings and testing, including Form 5500s, non-discrimination testing, and SARs.
- Generate regular metrics reports on benefits utilization, enrollment trends, and expenditures.
- Supervise a small Benefits Team.
Qualifications
- Education: Bachelor’s degree in human resources, Business Administration, Finance, or a related field required.
- Experience: 3-5 years of progressive experience in benefits administration, with 1–2 years in a supervisory role.
- Certifications: CEBS (Certified Employee Benefit Specialist) or SHRM-CP preferred.
- Technical Skills: Proficiency with HRIS platforms (e.g., Paycom, Workday, ADP, UKG) and Excel skills.
- Soft Skills: Exceptional interpersonal, communication, and leadership abilities.
- Stewardship: Ability to handle sensitive and confidential information with integrity.
