Jorge I. Montalvo

Chief Operating Officer

As Chief Operating Officer, Jorge plays a leading role on PAGNY’s executive management team. He oversees the operations at PAGNY’s affiliated hospitals as well as at the Rikers Correctional Center and manages PAGNY staff. He participates in the negotiation and the administration of the organization’s hospital affiliation contract with NYC Health + Hospitals. Additionally, he leads PAGNY's administrative standardizations efforts, strategic marketing and community initiatives and government relations.

Previously, Mr. Montalvo devoted several decades to public service. Mr. Montalvo was the Founder and the Executive Director of the New York State Office for New Americans and served as New York Deputy Secretary of State for Economic Opportunity. He also advised members of the Medicaid Delivery System Reform Incentive Payment (DSRIP) Program advisory board, with a particular focus on structure and payment points for community-based health facilities, workforce development and the social determinant of health. Prior to joining PAGNY, Mr. Montalvo served as the Deputy Executive Director of the 2018 NYC Charter Revision Commission. He started his career in the private sector working in corporate relations and public engagement for the New York City 2012 Olympic Bid Committee and, then served in various capacities in New York City government. Mr. Montalvo graduated from Dartmouth College with a degree in Chemistry.
