Victor Badner, D.M.D., M.P.H.

President

Dr. Victor Badner graduate of University of Pennsylvania (BA), Harvard School of Dental Medicine (DMD) and  UCLA (MPH).  He completed a General Practice residency at Montefiore Medical Center in NY and a Dental Public Health (DPH) residency at University of California San Francisco, and became board certified in Dental Public Health (1994). In 2012, he completed a certificate program in Medical Bioethics at Cordoza Law School and the Albert Einstein College of Medicine.

Currently, he is Department Chairman of Dentistry/Oral and Maxillofacial Surgery, at Jacobi Medical Center and North Central Bronx Hospital. He serves as Co-Chair of the Council of Dental Chairmen of NYC’s municipal hospitals. He has served as President of the Medical Board at Jacobi Medical Center. He also is an Associate Professor with faculty appointments at the Columbia School of Dental Medicine and the Albert Einstein College of Medicine. 

In 2006, he received Silver Anniversary Award for the Class of 1981 Graduate of the Harvard School of Dental Medicine who contributed most to society, the profession and the school, and  in 2008, was the Jacobi Medical Center Honoree for the NYC “Doctor’s Day” Award.

Research, grants and publications relate to access to appropriate oral health services.  In particular, he has published and received grants for promoting inter-professional education, residency training, assessing and improving oral health services to HIV infected patients and underserved populations. In 2013, he was the author of a book chapter, Oral Complications of Pregnancy, in  Cherry and Merkatz's Complications of Pregnancy and another chapter in 2019 on Dental Financing in  the  textbook Dentistry, Dental Practice, and the Community.

James King, D.D.S., FACOMS

Vice President

Dr. James R. King is Chief of Oral and Maxillofacial Surgery and Director of Dentistry at Harlem Hospital Center.  He is past President of the Medical Board of Harlem Hospital Center. Dr. King is a Diplomat of the American Board of Oral and Maxillofacial Surgery, a Fellow of the American Association of Oral and Maxillofacial Surgery and a Fellow of the American College of Oral and Maxillofacial Surgery.

Dr. King, a third generation Dentist received his Doctor of Dental Surgery Degree from Meharry Medical College School of Dentistry.  He performed his Oral and Maxillofacial Surgery training at Harlem Hospital Center.  He has served as Program Director for the General Practice Residency, Assistant Director of Dentistry, and Associate Director of Dentistry.  He is currently Program Director of the Oral and Maxillofacial Surgery Residency Program at Harlem Hospital Center.  Dr. King has worked extensively in dental education teaching Dental Assistants, Dental Hygienist, Dental students and Post Graduate Dental students.  He has served the Harlem Community for over 30 years as a Clinician, Administrator and Educator.

Dr King has participated in private practice, is an Assistant Clinical Professor of Dentistry at the Columbia University College of Dental Medicine, an Adjunct Professor at Hostos Community College, and an Adjunct Professor at Meharry Medical College School of Dentistry.

Rawle Philbert, D.D.S., FACD

Secretary

Dr. Rawle Philbert is the Chief of the Department of Dentistry/Oral & Maxillofacial Surgery (OMS) at Lincoln Medical Center and the Director of Dental Services at the two satellite clinics of Morrisania and Belvis Diagnostic and Treatment Centers.  He is also the Program Director of the Lincoln Oral & Maxillofacial Surgery residency training program. 

Rawle graduated from Howard University College of Dentistry and completed the post-graduate Oral and Maxillofacial Surgery Residency Training Program at Harlem Hospital Center. After graduation, he completed attending assignments at Our Lady of Mercy Medical Center (now Montefiore North), St. Barnabas Hospital, Harlem Hospital Center, North General Hospital and private practice before joining the staff at Lincoln Medical Center. He is also a member of numerous professional organizations and holds academic appointments at Weill Cornell Medical Center and Columbia University College of Dental Medicine. 

Dr. Philbert is involved in a wide range of leadership responsibilities on a local and national level. He served as the Chair of the New York Chapter of the American College of Dentist; appointed to a three-year term as a member of the Governmental Affairs Committee of American Association of Oral & Maxillofacial Surgeons; appointed as an OMS Residency Training Program Accreditation Site Surveyor; served a six-year term as an Oral and Maxillofacial Surgery Board Examiner and completed three two-year terms as the President of the Medical/Dental Staff at Lincoln Medical Center. Dr. Philbert was recently selected to be a member of the New York State Board of Dentistry Office of Professions and elected as a Secretary/Treasurer of the New York Dental Affiliates-PAGNY.

During his professional experience at Lincoln, Dr. Philbert received many recognition awards including the Lifetime Achievement Award from Lincoln Medical Center Auxiliary and The Doctor of the Year Award from the Health and Hospital Corporation, Doctors Day Physician recognition Award and Doctors Day Medical Board Presidents Award.  

His love for writing has allowed him to publish widely in peer review journals and magazines.   

Joseph Morales, D.D.S., FACD

Treasurer

Dr. Morales is Chief of Dental Medicineat NYC Health + Hospitals/Metropolitan. He is a graduate of Columbia University College of Dental Medicine and received his post- doctoral training at the University Hospital at SUNY Stony Brook. He has over 32 years of professional experience with 25 years dedicated to Academic Dental Medicine. He is currently Professor and Chairman of the Department of Dental Medicine at New York Medical College, School of Medicine and the General Dental Practice Residency program liaison for New York Medical College School of Medicine, Phelps Memorial Hospital and Open Door Family Medical Centers. Dr. Morales also holds an adjunct faculty appointment at Columbia University College of Dental Medicine. He has served as the General Dental Practice Residency Program Director at the School and as Chief of Service at multiple other New York City hospitals. Dr. Morales is a fellow in the New York Academy of Dentistry and the American College of Dentists. He also chairs and is a member of multiple university and hospital committees.

Jennifer Fligr, D.D.S.

Director

Dr.Fligr has been an attending dentist at NYC Health + Hospitals/Metropolitan since 2009. She received her Bachelor of Arts degree in European history and biology from SUNY Stony Brook, and her Doctor of Dental Surgery from New York University College of Dentistry. Dr. Fligr completed her general practice residency at New York Medical College where she gained extensive experience in implants, dentrix, ER, general anesthesia and pain and anxiety rotations along with oral surgery.

Dr. Fligr is licensed by the Dental Board of New York State and is a member of the American Dental Association, American Academy of Cosmetic Dentistry, New York State Department of Dental Forensics, New York State Dental Association and New York County Dental Society.

Aristotle Lyssikatos, D.D.S., M.S., F.A.G.D.

Director

Dr. Lyssikatos is an attending dentist and General Practice Residency Program Director at NYC Health + Hospitals/Coney Island. He attended Rutgers University in New Jersey for his Bachelor of Arts and Master of Science degrees both in biology. Dr. Lyssikatos went on to receive his Doctor of Dental Surgery degree with honors at New York University College of Dentistry in 2005, completing a general practice residency at Robert Wood Johnson University Hospital in 2006 and a fellowship from the Academy of General Dentistry in 2009. Before coming to Coney Island, Dr. Lyssikatos was the Dental Director at Newark Community Health Centers, a Federally Qualified Health Center in NJ, for nine years where he was voted as one of New Jersey’s Top Dentists in 2014 and 2015. In 2015, Dr. Lyssikatos was designated by Incisal Edge Magazine as one of America’s Top Young Dentists, 40 under 40. He has published articles on compound odontoma and stem cells found in pediatric dentition in the Journal of Oral Health and Community Dentistry.

Keith Margulis, D.D.S., M.P.H.

Director

Dr. Margulis is the Chief of Dentistry at NYC Health + Hospitals/North Central Bronx and the Associate Program Director of Pediatric Dentistry at NYC Health + Hospitals/Jacobi. He received his Doctor of Dental Surgery from the University of Missouri - Kansas City and holds a Master of Public Health from the University of Massachusetts-Amherst. Dr. Margulis completed a General Practice Residency with New York Medical College and an Advanced Education in General Dentistry with Lutheran Medical Center. His specialty training in Pediatric Dentistry was completed at Jacobi Medical Center. Dr. Margulis is a Diplomat of the American Board of Pediatric Dentistry and a Fellow of the American Academy of Pediatric Dentistry. In addition, he is a member of the American Dental Association, New York State Dental Association (NYSDA) and the Bronx County Dental Society and serves as a member of the NYSDA Council on Dental Education and Licensure. He is currently the Secretary of the Medical Executive Committee at North Central Bronx.

Eleanor Olsen, D.D.S.

Director

Dr. Eleanor Olsen currently serves as the Chairperson of the Department of Dentistry at Coney Island Hospital. She also serves as Chairperson for the Oral Health Council. She is a graduate of the Columbia University College of Dental Medicine, and earned her Fellowship in the Academy of General Dentistry in 2008. She started her career at Coney Island Hospital and established dental services in the community. Dr. Olsen established the Coney Island Hospital General Practice Residency Program in July 2015. She was instrumental in the design and construction of the the Ida G. Israel CHC Dental facility, as well as the replacement Ida G. Israel CHC#2 after Superstorm Sandy. Dr. Olsen is a member of the American Dental Association, the Second District Dental Society, the Academy of General Dentistry and the Academy of Cosmetic Dentistry. Dr. Olsen is also a partner in her Staten Island private practice where she focuses on comprehensive restorative dentistry with an emphasis on implant reconstruction and Invisalign therapy. Dr. Olsen is committed to her vision to expand dental services in Coney Island Hospital and in the Coney Island community to include comprehensive general, pediatric and oral surgical services.

Joanne Saint Paul, D.D.S.

Director

Dr. Saint Paul is the Associate Program Director of the General Practice Residency training program at Health + Hospitals/Lincoln and a solo practitioner. She provides a wide scope of cosmetic and implant dentistry services. Dr. Saint Paul received her professional training at the New York University, College of Dentistry before pursuing the General Practice Residency at the Bronx Lebanon Hospital Center. Later, she completed the Advanced Training in Implant Dentistry at New York University.

At Lincoln, Dr. Saint Paul is a member of the Graduate Medical Education Committee, Dental Department Quality Improvement Committee, and Resident Selection Committee. She is also a member of numerous professional organizations like the Queens County Dental Society, New York State Dental Association and American Dental Association. Recently, she was appointed as a Site Surveyor for the Commission on Dental Accreditation of the American Dental Association.

Dr. Saint Paul brings to Lincoln many years of clinical and professional experience, strong leadership and dedication to the ideals of residency education and high quality patient care.

Josephine Sullivan, D.D.S.

Director

Josephine E. Sullivan, D.D.S. is currently the Assistant Director of the General Practice Program at Jacobi Medical Center and North Central Bronx Hospital since 2004 to present.   She obtained her D.D.S at S.U.N.Y Stony Brook in 2001.  She completed a 2 year general practice residency at Montefiore Medical at Jacobi Medical Center and graduated in 2004. She is a member of the America Dental Association with Bronx County and the 9 th District. She is also on the executive board for the Bronx County Dental Society. She has been a general practice attending at Jacobi and North Central Bronx since 2004.    Also, she works at a private practice in the Bronx for the past 30 years. She started as an assistance and continued there after becoming a dentist.  Also, she is a member of the Antonio Medici Italian American Society 213.

Michael Turner, D.D.S., M.D., FACS

Director

Dr. Turner is the Division Chief of Oral and Maxillofacial Surgery at NYC Health + Hospitals/Jacobi and NYC Health + Hospital/North Central Bronx. He received his Doctor of Dental Surgery from the University of Maryland School of Dentistry and his Medical Degree from the SUNY Stony Brook School of Medicine. He trained in Oral and Maxillofacial Surgery at the Long Island Jewish Medical Center and is a diplomat of the American Board of Oral & Maxillofacial Surgery and a fellow of the American College of Surgeons. He also holds a Master of Science in Translational Medicine and Clinical Research from the NYU School of Medicine. Dr. Turner is a member of the Institute for Head and Neck and Thyroid Cancer at the Mount Sinai Beth Israel Medical Center and the associate director of the post-graduate training program in Oral and Maxillofacial Surgery. Dr. Turner is considered a thought leader and a national expert in the field of minimally invasive salivary gland surgery, as well as having a considerable interest in maxillofacial trauma and orthognathic surgery.

Dr. Yeroshalmi is the Chief of Pediatric Dentistry at NYC Health + Hospitals / Jacobi/ North Central Bronx and the Pediatric Dentistry Residency Program Director at NYC Health + Hospitals / Jacobi. Dr. Yeroshalmi graduated from the University of Pennsylvania School of Dental Medicine and subsequently completed a Residency in Dental Medicine and Surgery at the Medical College of Pennsylvania, and his Residency in Pediatric Dentistry at the Eastman Institute for Oral Health, of the University of Rochester School of Medicine and Dentistry.

Dr. Yeroshalmi joined  Jacobi Medical Center in 2004, and was instrumental in the initiation and development of the Residency Program in Pediatric Dentistry. He is a Diplomate of the American Board of Pediatric Dentistry, a Fellow of the American Academy of Pediatric Dentistry and is an Associate Professor of Dentistry at the Albert Einstein College of Medicine. He holds an appointment to the medical staff in the Department of Dentistry and Department of Pediatrics, and is the Associate Director of Continuing Dental Education at the Jacobi Medical Center. Dr. Yeroshalmi also served on the Council on Post-Doctoral Education of the American Academy of Pediatric Dentistry five consecutive terms as the Chair of the Society of Post-Doctoral Program Directors, and also currently serves on the Examination Committee of the American Board of Pediatric Dentistry.

In addition to educating and training residents, Dr. Yeroshalmi provides extensive pediatric dental care to patients in the operating room and clinical setting.
