Victor Badner, D.M.D., M.P.H.

President

Dr. Badner is Chairman of Dentistry at NYC Health + Hospitals/Jacobi and NYC Health + Hospitals/North Central Bronx. An Associate Professor with faculty appointments at the Columbia School of Dental Medicine and the Albert Einstein College of Medicine. After receiving his undergraduate degree from the University of Pennsylvania and his Doctor of Medicine in Dentistry from the Harvard School of Dental Medicine, Dr. Badner completed his Masters in Public Health at the University of California, Los Angeles. Once he finished his general practice residency at Montefiore Medical Center, New York, he went on to complete a residency in Dental Public Health (DPH) at University of California, San Francisco. Dr. Badner is board certified in DPH. In 2012, he completed the Montefiore-Einstein Certificate Program in Bioethics and Medical Humanities at Benjamin N. Cardozo School of Law. In addition to having supervised residents performing clinical dental care, he maintains and enjoys an active general dental practice. He has published and received grants for assessing and improving oral health services to HIV infected patients and under-served populations. In 2013, he was the author of a book chapter, Oral Complications of Pregnancy, in Cherry and Merkatz's Complications of Pregnancy.

James King, D.D.S., FACOMS

Vice President

Dr. King is Chief of Oral and Maxillofacial Surgery and Director of Dentistry at NYC Health + Hospital/Harlem. Dr. King is a Diplomat of the American Board of Oral and Maxillofacial Surgery, a Fellow of the American Association of Oral and Maxillofacial Surgery and a Fellow of the American College of Oral and Maxillofacial Surgery.

Dr. King, a third generation dentist, received his Doctor of Dental Surgery Degree from Meharry Medical College School of Dentistry. He performed his Oral and Maxillofacial Surgery training at Harlem Hospital. He has served as Program Director for the General Practice Residency, Assistant Director of Dentistry, and Associate Director of Dentistry. He is currently Program Director of the Oral and Maxillofacial Surgery Residency Program. Dr. King has worked extensively in dental education teaching Dental Assistants, Dental Hygienist, Dental students and Post Graduate Dental students. He has served the Harlem Community for over 30 years as a Clinician, Administrator and Educator.

Dr. King has participated in private practice, is an Assistant Clinical Professor of Dentistry at the Columbia University College of Dental Medicine, an Adjunct Professor at Hostos Community College, and an Adjunct Professor at Meharry Medical College School of Dentistry.

Rawle Philbert, D.D.S., FACD

Secretary

Dr. Philbert is the Chief of the Department of Dentistry/Oral & Maxillofacial Surgery (OMS) and Program Director of the OMS Residency training program at NYC Health + Hospitals/Lincoln and the Director of Dental Services at the two satellite clinics of Morrisania and Belvis Diagnostic and Treatment Centers. He graduated from Howard University College of Dentistry and completed the post-graduate OMS Residency Training Program at Harlem Hospital Center. Dr. Philbert served as an attending at Our Lady of Mercy Medical Center, St. Barnabas Hospital, Harlem Hospital Center, North General Hospital and private practice before joining the staff at Lincoln. He is a member of numerous professional organizations and holds academic appointments at Weill Cornell Medical Center and Columbia University College of Dental Medicine.

Dr. Philbert is involved in a wide range of leadership responsibilities on the local and national level. He served as the President of the New York Chapter of the American College of Dentists; a member of the Governmental Affairs Committee of American Association of Oral & Maxillofacial Surgeons, as well as an OMS Residency Training Program Accreditation Site Surveyor and Board Examiner. He completed three terms as President of the Medical/Dental Staff at Lincoln.

Joseph Morales, D.D.S., FACD

Treasurer

Dr. Morales is Chief of Dental Medicineat NYC Health + Hospitals/Metropolitan. He is a graduate of Columbia University College of Dental Medicine and received his post- doctoral training at the University Hospital at SUNY Stony Brook. He has over 32 years of professional experience with 25 years dedicated to Academic Dental Medicine. He is currently Professor and Chairman of the Department of Dental Medicine at New York Medical College, School of Medicine and the General Dental Practice Residency program liaison for New York Medical College School of Medicine, Phelps Memorial Hospital and Open Door Family Medical Centers. Dr. Morales also holds an adjunct faculty appointment at Columbia University College of Dental Medicine. He has served as the General Dental Practice Residency Program Director at the School and as Chief of Service at multiple other New York City hospitals. Dr. Morales is a fellow in the New York Academy of Dentistry and the American College of Dentists. He also chairs and is a member of multiple university and hospital committees.

Jennifer Fligr, D.D.S.

Director

Dr.Fligr has been an attending dentist at NYC Health + Hospitals/Metropolitan since 2009. She received her Bachelor of Arts degree in European history and biology from SUNY Stony Brook, and her Doctor of Dental Surgery from New York University College of Dentistry. Dr. Fligr completed her general practice residency at New York Medical College where she gained extensive experience in implants, dentrix, ER, general anesthesia and pain and anxiety rotations along with oral surgery.

Dr. Fligr is licensed by the Dental Board of New York State and is a member of the American Dental Association, American Academy of Cosmetic Dentistry, New York State Department of Dental Forensics, New York State Dental Association and New York County Dental Society.

Aristotle Lyssikatos, D.D.S., M.S., F.A.G.D.

Director

Dr. Lyssikatos is an attending dentist and General Practice Residency Program Director at NYC Health + Hospitals/Coney Island. He attended Rutgers University in New Jersey for his Bachelor of Arts and Master of Science degrees both in biology. Dr. Lyssikatos went on to receive his Doctor of Dental Surgery degree with honors at New York University College of Dentistry in 2005, completing a general practice residency at Robert Wood Johnson University Hospital in 2006 and a fellowship from the Academy of General Dentistry in 2009. Before coming to Coney Island, Dr. Lyssikatos was the Dental Director at Newark Community Health Centers, a Federally Qualified Health Center in NJ, for nine years where he was voted as one of New Jersey’s Top Dentists in 2014 and 2015. In 2015, Dr. Lyssikatos was designated by Incisal Edge Magazine as one of America’s Top Young Dentists, 40 under 40. He has published articles on compound odontoma and stem cells found in pediatric dentition in the Journal of Oral Health and Community Dentistry.

Keith Margulis, D.D.S., M.P.H.

Director

Dr. Margulis is the Chief of Dentistry at NYC Health + Hospitals/North Central Bronx and the Associate Program Director of Pediatric Dentistry at NYC Health + Hospitals/Jacobi. He received his Doctor of Dental Surgery from the University of Missouri - Kansas City and holds a Master of Public Health from the University of Massachusetts-Amherst. Dr. Margulis completed a General Practice Residency with New York Medical College and an Advanced Education in General Dentistry with Lutheran Medical Center. His specialty training in Pediatric Dentistry was completed at Jacobi Medical Center. Dr. Margulis is a Diplomat of the American Board of Pediatric Dentistry and a Fellow of the American Academy of Pediatric Dentistry. In addition, he is a member of the American Dental Association, New York State Dental Association (NYSDA) and the Bronx County Dental Society and serves as a member of the NYSDA Council on Dental Education and Licensure. He is currently the Secretary of the Medical Executive Committee at North Central Bronx.

Eleanor Olsen, D.D.S.

Director

Dr. Olsen serves as the chair of the Department of Dentistry at NYC Health + Hospitals/Coney Island. She is a graduate of Columbia University School of Dental Medicine, and earned her Fellowship in the Academy of General Dentistry in 2008. She started her career at Coney Island Hospital and established dental services in the community in 1984. She was instrumental in the design and construction of the dental addition to the Ida G. Israel Community Health Center in 1989. After Superstorm Sandy, Dr. Olsen established dental services at Coney Island Hospital in February 2013, and established a General Practice Residency Program in July 2015. She is currently expanding services back to the community in the new Ida G. Israel facility. Dr. Olsen is a member of the American Dental Association, the Second District Dental Society, the Academy of General Dentistry and the Academy of Cosmetic Dentistry. She practices privately in Staten Island where she focuses on comprehensive restorative dentistry with an emphasis on implant reconstruction and invisalign. Dr. Olsen is committed to her vision to expand dental services in Coney Island to include comprehensive general, pediatric and oral surgical services to rival no other program.

Joanne Saint Paul, D.D.S.

Director

Dr. Saint Paul is the Associate Program Director of the General Practice Residency training program at Health + Hospitals/Lincoln and a solo practitioner. She provides a wide scope of cosmetic and implant dentistry services. Dr. Saint Paul received her professional training at the New York University, College of Dentistry before pursuing the General Practice Residency at the Bronx Lebanon Hospital Center. Later, she completed the Advanced Training in Implant Dentistry at New York University.

At Lincoln, Dr. Saint Paul is a member of the Graduate Medical Education Committee, Dental Department Quality Improvement Committee, and Resident Selection Committee. She is also a member of numerous professional organizations like the Queens County Dental Society, New York State Dental Association and American Dental Association. Recently, she was appointed as a Site Surveyor for the Commission on Dental Accreditation of the American Dental Association.

Dr. Saint Paul brings to Lincoln many years of clinical and professional experience, strong leadership and dedication to the ideals of residency education and high quality patient care.

Josephine Sullivan, D.D.S.

Director

Dr. Sullivan is an attending dentist and the Assistant Director of the General Practice Residency Program at NYC Health + Hospitals/Jacobi and NYC Health + Hospitals/North Central Bronx. She obtained her undergraduate degree at Manhattan College in Biology and her Doctor of Dental Surgery at State University of New York, Stony Brook on Long Island, New York. Dr. Sullivan then completed a 2 year general practice residency at Montefiore Medical Center and at Jacobi Medical Center where she was Chief Resident in 2004. She is a member of the America Dental Association with Bronx County and the 9th District, as well as certified with the Academy of Clinical Sleep Discipline Disorders. Dr. Sullivan also works at a private practice in the Bronx. When Dr. Sullivan is not practicing dentistry, she can be found volunteering as a Troop Leader for the Girl Scouts of America, as a dog walker at Paws Crossed in Elmsford, NY and as a member of the Antonio Meiuci Lodge Sons of Italy.

Michael Turner, D.D.S., M.D., FACS

Director

Dr. Turner is the Division Chief of Oral and Maxillofacial Surgery at NYC Health + Hospitals/Jacobi and NYC Health + Hospital/North Central Bronx. He received his Doctor of Dental Surgery from the University of Maryland School of Dentistry and his Medical Degree from the SUNY Stony Brook School of Medicine. He trained in Oral and Maxillofacial Surgery at the Long Island Jewish Medical Center and is a diplomat of the American Board of Oral & Maxillofacial Surgery and a fellow of the American College of Surgeons. He also holds a Master of Science in Translational Medicine and Clinical Research from the NYU School of Medicine. Dr. Turner is a member of the Institute for Head and Neck and Thyroid Cancer at the Mount Sinai Beth Israel Medical Center and the associate director of the post-graduate training program in Oral and Maxillofacial Surgery. Dr. Turner is considered a thought leader and a national expert in the field of minimally invasive salivary gland surgery, as well as having a considerable interest in maxillofacial trauma and orthognathic surgery.
